On December 17th, 2021, The Lebanese Citizen Foundation became officially a full member of EuroMeSCo network.
The Lebanese Citizen Foundation would like heartfully to thank the EuroMeSCo General Assembly for this decision while expressing its aspiration to developing solid and sustainable collaboration.
The Lebanese Citizen Foundation has indeed the willingness to focus part of its activity on Euro-Mediterranean policies and contribute to promoting what will successfully achieve stability and sustainable growth in the southern part of the Mare Nostrum through appropriate analysis and constructive dialogue.

The tax system in Lebanon is unfair and inefficient. As part of rethinking Lebanon’s policies in light of the current crisis, this paper proposes key reforms to make tax incidence more progressive; strengthen tax compliance; and broaden the tax base. It also calls for considering a one-off wealth tax to help resolve the current crisis in a socially fair manner. It posits that the fight for fiscal justice and effectiveness needs to become more central in political debates as a just fiscal system is a requisite of any vision for a “new Lebanon”.
The Citizen Foundation presents a unique blend. Its presence in Lebanon helps prioritize the policy options and centralize the efforts of many different groups of Lebanese talents in the world who are committed in helping the country and who are active in finding solutions. Upstream, its topics are discussed with bilateral and multilateral players and various stakeholders, which ensures their interest and support. During the work, it involves specialists with experience in the Lebanese public administration, as well as university students who will spread the debate in their institutions. Then, the end products will be debated in Lebanon, presented to the government, opposition groups, and opinion leaders. The purpose is to create the debate and lobby for implementation, internally and externally.
